Ashbridge, Ashmill & Cosway Projects


As part of Westminster Council’s Church Street regeneration project. 77 new homes will be built across Ashbridge, Ashmill and Cosway Street. 28 of these new-builds will be affordable homes. Work on all three sites has begun, and construction is expected to last around two years.

London-based contractor Geoffrey Osborne Ltd (Osborne) has been appointed as the main contractor to deliver the construction works at the 3 sites. All parties, Westminster City Council, Osbourne and NewmanFrancis, appreciate that the work will involve a certain amount of inconvenience and disruption for residents, for which we are sorry. We will try our best to reduce the amount of disruption that the works will cause.

The main elements to this part of the Church Street regeneration project are;

– 49 private residential units to be developed for sale at Cosway Street

– 26 affordable homes will be developed on Ashbridge Street

– 2 new homes will be built on the site of the Ashmill Street car park


Demolition and substructure works are currently being carried out in Ashbridge Street. Leaflets have been delivered in the vicinity of these latest works. Where mobile equipment, such as cranes, are operating, barriers have and are being put up to enforce public health and safety around those areas. The Ashbridge project is due to be completed around summer 2022.

NewmanFrancis Ltd has been appointed as the resident liaison team for the Ashbridge, Ashmill, and Cosway Street projects. Our main roles are;

-Keeping residents well informed about the works that are taking place and

-Responding to any enquiries about the works from residents and stakeholders

We will use a variety of ways to deliver our services. These include individual letters, notices, posters, phone calls, social media, newsletters, events and regular updating of this webpage. We will be talking to residents to find out which of these methods you prefer.

Residents are asked to direct all enquiries regarding the works to NewmanFrancis and not the contractors’ operatives who will not be able to respond. NewmanFrancis will be working in partnership with all parties to ensure we have the most up to date information regarding the project.

Frequently Asked Questions (FAQ's)

What works are being carried out? The demolition of existing buildings and structures and the erection of new building on the sites. 77 housing units will be created. 49 will be private residential, and 28 will be affordable homes.

How long will the works take?

What are the working hours on site? Osbourne work hours on site are from Monday – Friday (0800 – 1800) Saturdays (0800 – 1300)

How will the works affect me?  The works are unavoidably intrusive in nature and they will be noisy at times. Osbourne is fully aware of this and will keep noise to an absolute minimum but some noise should be expected, especially those areas closer to the generator for the crane. If you feel as though the noise is particularly disruptive, please contact NewmanFrancis on the number provided.

Where can I find specific information about the project? Newman Francis will endeavour to keep all resident to respective areas / sites updated on the works via letter and newsletter. Residents also have the option to subscribe to our webpage where they would be notified of the latest updates.
