Raven Housing Trust are developing proposals for the redevelopment of the former Merstham Library Site. The library moved to a new building on Portland Drive 5 years ago and the property has been empty since then.
It is proposed to demolish the existing building and build 14 new 2- and 3-bedroom homes on the site, The homes will be provided for affordable housing. Local people will be prioritised and homes will be marketed through the Help to Buy Scheme. The homes will all be two storeys. Access to the new homes will be provided via the existing access road, on Weldon Way.
The new homes will be built using an off-site manufacturing system, reducing on-site construction time, wastage, and traffic to site. All homes will be low energy with high levels of insulation and airtightness.
There will be 27 car-parking spaces for the new homes, of which 3 will be visitor parking spaces. A quarter of the parking spaces will have electrical charging stations. The shared public areas will benefit from soft landscaping and the existing boundary hedging will remain. All homes will have a rear garden, and access to secure bike storage and refuse bins.

NewmanFrancis is consulting local residents and stakeholder for their views on the proposals. These will be reviewed by the design team, prior to a planning application being submitted during the summer of 2022.

The proposal is for four 2-bed / 4 person homes and ten 3-bed / 5 person homes
How many homes will be for rent and for sale?
2 of the new homes will be for affordable rent and 12 will be for shared ownership through the Help to Buy Schemes. Local residents will be prioritised for both shared ownership and rent, and the affordable rented homes will be allocated in line with the council’s allocation policy.
Affordable rent is 80% of the local market rent or lower.
Refuse lorries currently reverse into the site via the access road on Weldon Way. Following discussions with the refuse department, the access road will be widened and refuse lorries will be able to enter and leave the site in forward gear via a new T Junction. Residents will be required to place their bins at designated collection points on collection day to enable bins to be emptied from the side of the kerb.
The new development will be net zero carbon. The new homes will be built using an off-site manufacturing system, reducing on-site construction time, wastage, and traffic to site. All homes will be low energy with high levels of insulation and airtightness.
The new development will be provided with sufficient parking and will meet the standards laid down by the Council.
No trees will be removed as part of the development. The tree opposite the access road entrance will be pollarded to enable better access for vehicles.
A traffic management plan will allow for the access road to be opened when needed and for the street to be kept free as much as possible. Off-site manufacturing of the new homes will reduce construction traffic to the site.
The area on which the homes will be built is not designated a flood risk, and a sustainable drainage system will be installed as part of the development.
