Tustin Estate Renewal

NewmanFrancis has been appointed by Southwark Council as the Independent Tenant & Leaseholder Advisor (ITLA) for Phase 2 of the Tustin Estate Renewal Programme.

Following a resident ballot in 2021, the Tustin Estate Renewal Programme is redeveloping the estate’s low-rise homes in several phases. Phase 1 has recently been completed, delivering 167 new homes, including 165 council homes and 2 affordable homes.

Demolition works for Phase 2 are now underway, with the phase set to deliver 279 new council homes and five affordable homes for local residents.

As the Independent Tenant & Leaseholder Advisor, NewmanFrancis provides independent advice, support and advocacy to residents throughout the renewal process. Our role is to ensure that residents are informed, supported and able to participate meaningfully in decisions affecting their homes and community.

Our Involvement

NewmanFrancis acts independently of Southwark Council, the developer and other project stakeholders. Our role is focused exclusively on supporting residents throughout the estate renewal.

Our work includes:

  • Providing independent and impartial advice to tenants, leaseholders and other affected residents.
  • Supporting residents to understand proposals, planning information and key project documents.
  • Chairing and administering the monthly Resident Project Group (RPG) meetings.
  • Attending resident meetings, consultation events and other meetings where resident representation is required.
  • Delivering drop-in sessions, workshops, outreach and one-to-one support.
  • Supporting residents through the decant and moving process.
  • Providing independent advice to leaseholders through the buyback process.
  • Supporting residents with questions relating to Compulsory Purchase Orders (CPOs).
  • Ensuring residents’ views, concerns and feedback are communicated effectively to Southwark Council.
  • Providing clear and accessible communications and project updates.
  • Helping residents access appropriate additional support where required.

Our aim is to ensure residents have access to independent advice and clear information throughout the renewal programme, enabling them to make informed decisions about their homes and their community.

Understanding Key Documents for Residents

There are three important documents that provide information about the Tustin Estate renewal, residents’ commitments and the allocation of new homes.

NewmanFrancis encourages residents to familiarise themselves with these documents and understand how they relate to the renewal programme and their individual circumstances.

Residents’ Manifesto

The Residents’ Manifesto summarises the priorities and outcomes residents wanted to see through the Tustin Estate renewal. It also records Southwark Council’s responses to the issues and priorities raised by residents.

Landlord Offer

The Landlord Offer sets out the formal commitments made to tenants and homeowners before the resident ballot. These include rehousing, replacement homes, compensation, moving arrangements and opportunities for residents to remain involved throughout the renewal.

Local Lettings Scheme

The Local Lettings Scheme explains how new homes on the estate will be allocated and the order in which eligible households will be considered. It considers factors including housing circumstances, medical needs and the position of existing Tustin residents.
