Lambeth Council owns a number of homes which are outside the Borough of Lambeth. The homes are located in Bromley, Croydon, Merton and Sutton. Lambeth Council is considering transferring these homes into housing association ownership. This is known as a stock transfer.
Our Role is to provide impartial advice to residents so that they are aware of their rights and options. We will hold regular meetings, send out newsletters and visit resident in their homes to make sure that everyone is aware of what is happening. In the early part of 2019 we will also be setting up a Resident Working Group which will work closely with Lambeth Council and Phoenix Community Housing on a clear set of proposals for Stock Transfer and also make sure that any resident concerns are addressed before the ballot takes place.

What is a Housing Stock Transfer?
Stock Transfer is a process whereby the ownership of council housing is transferred to a housing association.
Housing transfers require the consent of the Government.
This consent will not be given unless the council can demonstrate that it has carried out consultation with its residents who are affected by the proposal to transfer the ownership and management of their homes. Following consultation, a ballot will take place. Stock Transfer can only go ahead is a majority of the tenants affected are in favor of the proposed transfer. This means that tenants will have the final say about whether or not Stock Transfer can go ahead.
