41 Malcolm Road is a former adult learning and training centre in Coulsdon CR5 2DB which is being considered for redevelopment. Click here to see an outline of the site area.

There was a community engagement event on Wednesday 4th October 2017 from 4pm-8pm & Saturday 7th October 2017 from 10am-2pm at St Aidan’s Church, Chipstead Valley Road, CR5 3BB

This was an opportunity for residents and stakeholders to provide their feedback and find out more about the proposed development on this site.

If you were not able to attend the engagement event, you can view the architect’s proposed plans that were shown at the event and the general feedback and suggestions from the consultation below.

Following the above event, feedback from residents will be used to inform the proposed development.

Once you have had the opportunity to look over the proposed designs, you are welcome to leave any comments or questions you may have in our webform below.

If this proposal goes forward it will require Brick by Brick to submit a formal planning application requesting planning permission from the Council’s Planning Department. The Council will publicise planning applications by displaying Site Notices on street furniture (on lamp posts) on roads close to the proposed site. The notice will provide information on how you can submit further comments on the proposed development (see link to the Council’s Planning Department for more information )

Key Points

  • Most residents welcomed the relocation of the Coulsdon Community Centre to a more central location.
  • Most residents felt that
    an NHS facility in the town centre would have a positive impact on the area.
  • Residents noted that they would like to see more parking on site.
  • The junction at Woodcote Grove Road is busy.
  • Some residents felt that the site should stay as a school due to pressures on current infrastructure.

Key Concerns

  • Many residents were concerned about the parking implications the site would have on the surrounding area.
  • Lack of parking facilities on site.
  • Parking at Malcolm Road is an issue.
  • Access to the NHS site from Woodcote Grove Road is close to the traffic lights.
  • Differing land levels from the site and entrance.
  • The on-site car park may attract shoppers who use the town centre.


  • Extending parking permit times at Malcolm Road.
  • Adult education classes at the community centre.
  • More parking facilities allocated on site for both the community centre / threatre & NHS facility.
  • Improvements to on-site landscaping (e.g. better paving & small trees).
